Moskalkova proposes transfer of convicted foreigners to home countries

Russian human rights commissioner Tatiana Moskalkova proposed transferring some convicted foreigners in Russia back to their home countries. This proposal aims to allow prisoners who wish to serve their sentences closer to their families and in familiar environments. Moskalkova also suggested the immediate release of prisoners who are terminally ill and deemed hopelessly ill.
